UK: Free take-back for ELVs has now come into force

Autogreen and Cartakeback, the two service providers handling end of
live vehicles (ELVs), say their contracted recyclers have met
recycling and recovery targets for 2006.
The contracted recyclers are known as authorised treatment facilities
(ATFs) and operate as vehicle dismantlers and scrapyards. From January
1 this year the ATFs will be used by the service providers to deliver
free takeback for ELVs. The service providers in turn are contracted
by manufacturers to operate free take-back for ELVs...

In a round table meeting with local authorities and Defra, chaired by
the Waste and Resources Action Programme, Peter Seggie, the CPI
recovered paper manager, warned of a "massive slow down" in the
growth rate of waste paper collection. And, at the meeting held last
month, he cautioned that recovery levels of newspapers and magazines
had fallen compared to previous years with overall increases in waste
paper collections happening at a much smaller rate.

Sims Recycling Solutions, a division of Sims Group the world's leading
metals and electronic equipment recycler, has announced that it is
extending its infrastructure and installing new processing capacity
at its Newport, South Wales plant, in order to treat and recycle
Waste Electrical and Electronic Equipment (WEEE). This investment has
been made in response to the January 2007 introduction of the WEEE
Regulations in the UK.

Ontario permits Lafarge cement kiln to burn waste

Ontario's Ministry of the Environment has granted Lafarge Canada to
burn scrap tires and other municipal waste at its cement
manufacturing plant in Bath, Ontario.
Strict conditions will be part of two certificates of approval that
will be granted under the Environmental Protection Act to Lafarge
Canada, allowing it to replace about 30 per cent of the fuel it
currently uses at its Bath plant through a gradual phasing-in of used
tires and other municipal wastes...

Defra has launched a 12-week public consultation on its plans to
simplify the transfrontier shipment of waste regulations.
The consultation runs until March 12, 2007, with new regulations
expected to come into force on July 12 affecting all those who
import, export or transfer waste via the UK.
Innovative technique to produce lighter concrete based on coal slag
A Spanish SME dedicated to the recovery, recycling and reuse of by-products from thermal power plants has developed and patented a technology to produce mortar and concrete for building purposes. Using this technology, concrete weight is 30% lower than usual, and a lower volume of water is required. The company would like to license the patent to companies from the building sector.

Pavement recycling process using Reclaimed Asphalt Pavement material in road bases or sub-bases
A Portuguese research team has developed a new process (rap with powder and cement) that allows the reuse of large quantities of Reclaimed Asphalt Pavement (RAP) in road bases and sub-bases. This new technology shows an improved behaviour of the pavement structure, when compared with traditional solutions, being possible to obtain better, economical and environmental friendly pavement structures. Partners are sought for license agreement or commercial agreement with technical assistance.

Ecological technology for reusing tyres
A Finnish SME has developed a new way to reuse tyres in an ecological way. The used tyres will be processed in special production units designed by the company and the innovative end-product will be used by construction industry, especially in geotechnical engineering. In this phase the company is looking for European organisations which collect and/or store used tyres, and/or franchising entrepreneurs, who would start to manufacture and sell the product.

An Israeli SME has developed a technology to produce barrier posts from recycled rubber materials for use as safety barriers, parking blocks, elements designed to slow traffic etc. The advantages over those existing include maximum protection it provides for surroundings against common injuries, variety of shape & colour in manufacturing process, cost efficiency. The company is looking for partners interested in joint venture cooperation with implementation of the offered product and technology.
