UK: Minister "very concerned" about re-use of WEEE

Minister Malcolm Wicks has admitted he is "very concerned" about whether unwanted electronic appliances are being genuinely re-used under the new producer regulations, which came into force on July 1. The energy minister revealed in a Parliamentary debate on Tuesday that his Department, the Department for Business, Enterprise and Regulatory Reform, is in talks with the environment agencies concerning the possibility that waste electrical and electronic equipment (WEEE) is being disguised as re-usable items, before being shipped out of the country....

EU-27 Shipments to non-OECD Countries - New Regulation

With respect to Regulation (EC) No. 1013/2006, which will come into effect on July 12, 2007 the awaited new Commission Regulation was published this Saturday. It records the responses of 21 non-OECD countries as to whether they wish to ban the import of non-hazardous recyclables (termed wastes in the legislation) or allow import under control of prior notification and written consent or allow import under normal commercial transactions.

Singapore - Food Waste.

This month one of the largest Asian plants for processing food waste will open its doors in Tuas. It will create biogas and compost and should be able to process 300 tons per day by the end of the year. In Singapore 1,400 tons of this type of waste are created daily, from which a maximum of only 9 percent can be processed. By 2012, the country wishes to have increased this to 30 percent. Polish carton food and drink chain's waste plan

Polish carton manufacturers and makers of the food and drink sold in them have agreed to create a financial mechanism to collect and recycle higher volumes of their packaging waste. The voluntary agreement has been endorsed by environment minister Jan Szyszko. The Rekarton initiative is being backed by carton market leaders Tetra Pak, Combibloc and Elopak. It aims to recycle three per cent of the waste (about 900 tonnes) by end of 2007, rising to 15 percent by 2015. Currently 90 per cent of carton packaging waste ends up in landfills. Food and drink producers will pay into the scheme €1.32 per tonne of carton packaging introduced on the market. The proceeds will be spent on facilities for sorting carton packaging, on the transport of carton packaging waste and on waste management costs incurred by local authorities. Carton makers will cover administrative costs.

Italy and Austria get European court raps

The European court of justice has condemned Italy for breaching EU laws on environmental impact assessment and waste incineration. Austria has also been censured over public access to green information. In a ruling issued last Thursday EU judges said Italy had failed to carry out an impact assessment before authorising the extension of a waste incineration plant operated by firm ASM Brescia. The project involved building a third incinerator line at the plant. Under EU law all waste disposal or recovery projects with a capacity of at least 100 tonnes per day must undergo an impact assessment. The project falls into this category, judges said. The court also condemned Italy for failing to make the project known to the public under the EU's 2000 waste incineration directive, so that interested individuals and groups could submit comments before authorisation was granted. In a second ruling on Thursday the court condemned Austria for not fully implementing the EU's 2003 directive on public access to environmental information. The deadline for transposition into national law fell in February 2005. But information submitted by Vienna following a final warning sent by the European commission at the end that year showed that several regions of the country had still not transposed the directive.

Manchester agrees plan to burn residual waste

Residual waste from the Manchester region is likely to be burnt at Runcorn in Cheshire under an agreement reached with operators of the Ineos Chlor petro-chemical plant. Announcing the plan to burn the waste at a new combined heat and power plant for which planning permission is now being sought, it was also revealed by the Greater Manchester Waste Disposal Authority that its signing of a contract with its preferred PFI bidder has been delayed until September...

Delayed for two years, the legislation was finally laid before Parliament back in December, but only from the past week have producers become financially responsible for collecting and recycling waste electrical and electronic equipment (WEEE)....

EU ministers reach agreement on Waste Directive

European Member States reached political agreement on the revision of the Waste Framework Directive yesterday, including the re-classification of certain incinerators as "recovery" facilities. The acceptance of criteria to allow the most efficient incinerators to be re-classified away from the "disposal" label came with concessions made to those countries worried about waste being imported for incineration. The meeting of the Environment Council in Luxembourg saw environment ministers from EU countries confirming a flexible five-stage waste hierarchy starting with prevention of waste as the environmentally preferred option, followed by reuse of products, recycling/composting, recovery of energy by incineration, and with disposal in landfill as the least favoured option. Action was agreed on waste prevention through a commitment by Member States to deliver national waste prevention programmes. And, the definition of waste is to be made clearer, with new criteria to be established to determine when certain materials - including compost and aggregates - should be considered as a "product", rather than a "waste" once recycled. However, the Council meeting did not see new recycling targets as put forward by Europe's Parliament given Member States' seal of approval...

An efficiency formula to reclassify efficient waste incinerators as recovery operation was adopted but with the possibility of opt-outs for some plants...

Purification of Molybdenum-scraps to high-purity Molybdic Oxide
An Austrian company has developed a recycling technology for purification of Molybdenum (Mo)-scraps to high-purity Molybdic Oxide (MoO3), which has not been possible until now. MoO3 is an essential raw material for the production of Mo parts for the lighting industry, electronic applications, furnace construction and corrosion-resistant parts in the chemical industry.
