European paper recycling rate "at record high"
12/10/2007 (ENDS Europe)
European paper recycling rates reached a record high of 63.4 per cent in 2006, according to latest figures from the European recovered paper council (ERPC). The figures suggest the paper industry is on course to meet a voluntary recycling target of 66 per cent by 2010 set last year . The sharp rise in the recycling rate – up from 54.6 per cent in 2004 – is partly explained by the inclusion of paper recycled outside the EU. *In a separate development German green group Nabu has called on the government to implement policies to halve national paper use.
See ERPC | Nabu memorandum (German).

Photovoltaic sector keen to avoid WEEE directive
11/10/2007 (endseuropedaily.com)
The European photovoltaic industry association (Epia) will launch an EU-wide voluntary take-back system for photovoltaic waste next week. Epia says its "PV Cycle" initiative will enable the sector to recover 90 per cent of photovoltaic waste by 2015. On Tuesday it urged the European commission not to apply the 2003 waste electrical and electronic equipment directive, which is undergoing review, to PV products. This would result in "27 differently designed recycling systems with inherent administrative procedures and costs", it said.
See Epia press release and PV Cycle website .

Council finalises waste directive agreement
04/10/2007 (ENDS Europe)
Member states have finalised their first-reading position on a revised EU waste framework directive. Portuguese presidency officials told that governments had agreed a wording for the law's preamble, based on a compromise proposal tabled in August. A deal on the substantive provisions was reached earlier in the summer. After translation into all EU languages the text will be forwarded as a formal common position to the European parliament in January, signalling the start of a second reading. Big differences between MEPs and government remain. See WFD preamble .

Ethanol production from industrial waste
The ethanol production process developed by a Finnish SME is a process easy to install & use, which makes ethanol production profitable even on a small scale. The process is based on fermentation & associated evaporation; it generates ethanol/water concentration of 85% at a plant installed in close proximity of feedstock producers. By-products can be used as animal feed, anaerobic digestion or soil conditioning. Commercial cooperation with food industry or licensees for the technology is sought.
