Norway in final drive against Weee freeloaders

The Norwegian pollution control authority (SFT) has announced what it calls a final crackdown on companies freeloading on rules requiring take-back of waste electrical and electronic equipment in line with the EU’s Weee directive. Norway became the first European country to introduce free take-back of Weee in 1999 (EED 16/03/98) and has achieved very high waste collection rates (EED 06/06/05). Businesses that have still not complied will be tracked down through a new EE equipment register and punished where appropriate, SFT said on Tuesday.

UK: WRAP Seeks to Boost Plasterboard Recycling

A new capital support competition has been launched by the Waste & Resources Action Programme (WRAP) to encourage the increased recovery and recycling of plasterboard. WRAP is the Environmental UK-based agency.


UK: strategy on ship recycling issued

The UK government has published a strategy setting minimum standards for the recycling of UK government-owned ships. The strategy also makes recommendations for commercial ships, including improving and expanding recycling capacity both in the UK and abroad. These ships should also comply with international and European rules governing import and export of used ships, it says. Britain is the first European country to issue such plans...

EU: Local authorities to collaborate in Weee review

Local and regional authorities in Europe have formed a network to coordinate input into the current revision of the 2002 EU directive on waste electrical and electronic equipment. The Weee public interest network (WEEE-PIN) aims to address what it calls the "confusing and inconsistent" implementation of the law to date. Its chief concerns include the efficiency of Weee compliance schemes, and the lack of environmental standards for Weee treatment. The network was set up by ACR+, the pro-recycling association of local governments.

EU: upper limit for POPs in stored waste fixed

The EU has put maximum limits on the presence of persistent organic pollutants (POPs) in highly contaminated industrial waste, above which it cannot be stored but must be destroyed. The new limits were published in the EU’s official journal on Friday and will be incorporated in the 2004 POPs regulation, which was adopted in response to the UN’s Stockholm convention on POPs....

Spain: new national waste plan published

A detailed draft national waste plan (PNIR) published by the Spanish environment ministry on Monday recommends measures and objectives for dealing with 13 separate categories of waste up to 2015. The document acknowledges the failings of previous plans, most notably the urban waste plan 2001-2006. From 2001 to 2004 urban waste grew by 18.5 per cent. In 2003 88.5 per cent was landfilled or incinerated. Recycling rates remained generally stagnant..

EU: Commission rejects MEPs’ waste prevention goal

The European commission has said it cannot accept a move by MEPs to oblige member states to stabilise waste generation at 2008 levels by 2012. Given the commission’s opposition, EU ministers would have to unanimously support the target for it to make it into the final text of revised waste rules...


UK: Remade details ambitions for new London recycling plants

London Remade is aiming to deliver up to 20 new waste recycling and reprocessing facilities in the capital over the next three to five years, under its new "Leave no footprint" plan. The plan aims to speed up the £4 billion in investment that London Remade believes is necessary to build London's waste treatment infrastructure to meet its targets. The capital's recycling development organisation, which already has eight projects in the pipeline, is encouraging businesses to apply within the project for assistance building a range of plants to process recovered material...


UK: Higher value market for recycled tyres identified

By 2009 higher value markets could be available for the tyre reuse sector according to the commercial arm of Imperial College, London Developing-business Rubber-Regen has won support from the Recycling Commercialisation Centre at Imperial College which has been established by WRAP (the Waste & Resources Action Programme). The project is aimed at recovering tyre material from waste tyres using a process called 'de-vulcanization'....


UK: Agency preparing to approve WEEE treatment facilities

With guidance on the Waste Electronic and Electrical Equipment (WEEE) Regulations due out before the end of the month, work is now underway on the approval process for treatment facilities and a range of issues covering business WEEE The Regulations will see producers of electronic equipment funding the collection and recycling of end-of-life products from July 1. The recycling is to be carried out by accredited authorised treatment facilities (AATFs).


UK: Three companies have been prosecuted for improperly sending household waste to the Far East.

Preston-based Wai Sang (Europe) Recycle Ltd pleaded guilty to two charges under the Transfrontier Shipment of Waste Regulations before magistrates on February 12. Monday (February 19) saw Southall-based Alltrade Recycling Ltd pleading guilty to three charges under the same regulations, this time related to the export of hazardous waste televisions collected in Swansea. And yesterday (February 20) saw South Yorkshire firm Grove Environmental pleading guilty to charges related to the shipment of waste to China.


EU issues by-products definition guidance

The European commission has issued guidance to help businesses and regulators decide when leftover materials from industrial processes should be classed as waste and when as non-waste by-products. The publication of the non-legislative guidelines on Wednesday fulfils a promise made in a 2005 thematic strategy on waste. The guidelines will be available on the commission’s waste thematic strategy pages shortly.


U.K. Tire Processors Sign Large Contract

U.K. scrap tire companies Saltire Recovery and Sapphire Energy Recovery have signed a major contract with U.K. auto service retailer Stapleton’s Tyre Services. The three-year contract could put more than one million end-of-life tires into the hands of Saltire and Sapphire in each of the next three years. Sapphire Energy Recovery is a joint venture between Lafarge Cement UK and Michelin Tires that consumes more than 100,000 scrap tires each year as a fuel in cement kilns.

Industry urges ditching of WEEE targets

The EU should drop electronic waste recovery and recycling targets in favour of broader "environmental objectives" in which firms would have more flexibility to achieve a certain green goal, according to engineering industries trade body Orgalime. Orgalime released a position paper on Monday responding to a European commission review of the EU waste electrical and electronic equipment (WEEE) directive. The review began last summer and will conclude next year, possibly with proposals to revise the legislation...

Treatment and recycle of effluents from textile dyeing/finishing processes
An Italian company operating in the textile sector had developed a treatment plant for dyeing/finishing wastewaters. A sequence of three different technologies allows the reuse of purified effluents. The company is looking for end users, technology providers or research centres interested in full-scale development of the process. The company is interested in evaluating the transferability of the technologies to others industrial sectors, too.

This company is searching for municipalities, private companies and public organisations of both the public and private sector for a commercial agreement with technical assistance and/or a manufacturing/subcontracting agreement.

Insulation-building PVC foil reinforced with synthetic fibre, produced from waste plastics
A Polish SME has developed a technology of producing insulation-building PVC foil reinforced with synthetic fibres. It is a universal coating material produced from wasted plastics. It can be applied in damp proofing outside buildings, foundations, swimming pools, as insulation (tanking) of gas pipelines and in environmental applications. Partners for technical cooperation, joint venture or manufacturing agreement are sought and also partners for further product development.

New sorting machine for recycling all metals included stainless steel
A Catalan company has developed a new sorting machine equipped with different kind of sensors to separate all metals included stainless steel with a big capacity and small size. The developer is looking for a commercial agreement with technical assistance.
