Ireland makes producers responsible for tyres

The Irish environment ministry has published draft rules imposing
producer responsibility on manufacturers, importers and suppliers of
tyres. The regulation sets a framework for voluntary compliance
schemes, building on an agreement already reached with industry to
set up a system to track waste tyre flows. Any operator choosing not
to join a compliance scheme will have to register annually with local
authorities at a cost of €25 per tonne of tyres supplied...

UK: Quality Protocol published for composting industry

The Quality Protocol for Compost was published today, promising to cut
red tape for composting companies and help them market their compost
as a quality product.
Developed by the Environment Agency and the Waste and Resources
Action Programme, it has also had input from the Composting
Association and the National Farmers Union.
UK: Electronics sector "confusion" as WEEE deadline arrives

Thousands of electronics companies based in the UK could be
unwittingly breaking the law after today, if they have not signed up
to a recycling scheme for waste electronics.
Under new producer responsibility regulations – called the WEEE
Regulations - all manufacturers, importers or re-branders of
electrical goods must register with one of the 37 approved producer
compliance schemes to contribute to UK recycling.
These compliance schemes will then act on their behalf to collect and
recycle waste electronic equipment picked up at designated collection
facilities (DCFs) from July 1.
With no threshold in the legislation, all electronics producers must
join a compliance scheme.
But the compliance schemes believe that as many as a third of all
companies obligated under the regulations – called the WEEE
Regulations – know nothing about them or today's deadline.
New global initiative to address electroscrap

An international initiative has been launched to tackle rising volumes
of electronics waste. The Solving the E-Waste Problem (StEP)
initiative, hosted by the United Nations University, includes members
from industry, academia, governments and NGOs. StEP promotes
standardisation of electroscrap recycling to recover valuable and
potentially toxic chemicals. The Basel action network, an NGO
upholding the Basel convention, accused StEP of "appearing to
advocate illegal export of hazardous e-waste". The NGO also
criticised the "hardly open" membership programme, which seems
designed to "lock out" interested parties.

New Plastics Recycling Plant in UK Announced

The first plant in the United Kingdom to recycle plastics into
material for food packaging has been announced with the signing of a
joint private and public sector funding agreement.
The plant, operated by Closed Loop London, will transform the
recycling of PET plastic in the UK. The facility is expected to open
at the end of this year. It is scheduled to handle around 35,000
metric tons of packaging a year...
PET anti-dumping tariffs "good for recycling"

European plastic manufacturers have welcomed a five-year extension of
EU anti-dumping duties on PET plastic bottle imports from six south
Asian countries as beneficial for the environment. On Friday, trade
association Plastics Europe said that the continued duties would help
encourage viable recycling projects. The EU imposed duties in
response to fears that the EU market would otherwise be flooded with
cheap PET bottles. The measure was renewed in February.

UK condemned over late Weee law

The UK has been condemned by the European court of justice for late
implementation of the 2002 waste electrical and electronic equipment
(Weee) directive. On Thursday, the court backed European commission
complaints that Britain should have transposed the directive by
August 2004. The UK finally brought its legislation into force – the
last EU state to do so – only this January...

UK: One of the largest wood recycling operations in the UK has closed for a month following a fire last week.

Sonae UK Ltd's chipboard factory at Knowsley, Liverpool, which
normally takes in over 300,000 tonnes of recycled wood each year, has
shut its doors until March 26, after a fire broke out in the oil pump
room.
Dave Chapman, sales and marketing director at Sonae, said that the
main plant had not been damaged, all recycled woodchip suppliers were
being kept directly informed, and the disruption would be as "brief as
possible"...
ECJ clarifies animal waste shipments status

The European court of justice (ECJ) has ruled that shipments of waste
meat-and-bone meal are excluded from most provisions in the EU’s 1993
waste shipments regulation, provided they are bound for recovery.
The judgement was issued on Thursday in response to a request for
clarification from a court in Austria. German company KVZ brought a
claim for damages against the Austrian government after it detained a
shipment of meat-and-bone meal destined for incineration as a fuel in
a Bulgarian power station in 2003...

UK: Early talks held over battery recycling directive

The government has started holding informal consultations with
industry concerning the implementation of the Battery Directive.
The consultations include discussions around a life cycle analysis
report that appears to recommend kerbside collection schemes or civic
amenity sites for collecting batteries.
The Battery Directive was adopted by Europe last September, and will
see battery manufacturers and importers funding collections and
recycling for spent batteries...
New concept for valorisation of the polluted grounds and waste
A French company develops research and development for valorisation of the polluted grounds and waste. It proposes the management of the polluted grounds, materials resulting from these wastes but also the sorting and the waste disposal resulting from wild discharges. The various dies retained for the polluted grounds and materials resulting from the buildings public work support the valorisation of waste while based on the analytical results tests. The company looks for technical collaboration.

Recovery system for removal and recycling of petrol vapour into liquefied petrol at filling stations
A Norwegian SME has developed a technology for recovering hazardous petrol vapour emissions directly at the pump at filling stations, thus recycling the vapour into liquefied petrol. The system recovers 98 - 99 % of the vapour, and creates virtually emission-free filling stations. The technology can additionally be used within shipping, offshore, terminals, refineries, aviation, etc. The company is looking for an international industrial partner with an environmental profile.

A Polish research institute invented an innovative method of utilisation of the waste kinescopes which ensures selection and recycling of raw materials and not causes emission of hazardous substances to environment. The institute is interested in licence agreement.

Technology for manufacturing environment-friendly pallets made of recycled paper
A Hungarian SME offers environment-friendly packaging technology for heavy-duty pallets manufactured with paper, for aesthetic, hygienic packaging of high-standard products. The procedure allows the creation of clean and aesthetic unit loads of e.g. food, pharmaceutical and micro electronic products. The used pallets can be recycled as waste paper. Cooperation partners for license/manufacturing agreement are welcome.
