Members of the European Paper Recovery Council have agreed to support
a new goal of increasing the paper recycling rate in Europe from the
present level of 55.4 percent to 66 percent by 2010.
The groups note that 46.6 million metric tons of paper and paperboard
were recycled in Europe last year, and more than half of the paper
used in Europe today is now made from recovered paper.

India: Stricter rules for hazardous waste
02/10/2006
(hindu.com)
Bangalore - India: Industries generating hazardous waste have to now
comply with stricter regulations notified by the Karnataka State
Pollution Control Board. Among other measures, factories have to
display large digital signboards at the gate indicating the quantity
and nature of the hazardous waste generated. The industries have to
follow the provisions of the Hazardous Waste (Management and
Handling) Rules. This move complies with directions issued by the
Supreme Court in connecting with a public interest litigation.
Strengthened EU battery rules enter force
28/09/2006
(endseuropedaily.com)
New EU rules on batteries and battery waste entered force on Tuesday
following publication in the bloc’s official journal. Under the new
directive, member states must meet a binding recycling target for
general consumer batteries of 50% by 2010.
By the same date, countries must achieve stricter recycling targets
for lead-acid and nickel-cadmium batteries of 65 and 75%
respectively. Minimum collection rates for used batteries are also
set at 25% by September 2012, rising to 45% by September 2016.

Plasco begins construction of plasma gasifier
27/09/2006
(solidwastemag.com)
Plasco Energy Group Inc. has begun construction on a commercial plasma
gasification plant in the City of Ottawa, Ontario. The facility will
demonstrate a technology that uses and electric arc to convert some
85 tonnes per day of municipal waste into syn gas. The process occurs
in a sealed system that produces no air emissions. The syn gas will
power engines to generate four megawatts of electricity (enough to
power 4,600 households). The process also produces a solid glass-like
material that can be used in aggregate products.
Industry demands clarity on by-products v waste
25/09/2006
(endseuropedaily.com)
Industry representatives have called for more clarity on the legal
status of by-products as part of the ongoing revision of EU waste
legislation. Operators want waste streams that can be used as
primary materials in other industrial processes to be reclassified as
by-products, thus exempting them from strict waste management rules.
Active Filter Media that replaces sand in pressure and gravity filters
A Welsh company is offering a recycled glass technology that not only physically removes solids from water and waste streams but also adsorbs waste chemicals and actively prevents bacteria from developing in filter beds. Potential users are brewers and food manufacturers, chemical processors, fish farmers, textile companies, pulp and paper producers, water and sewage treatment companies. Collaborative agreements are sought.

Highly efficient biological waste decomposition and humification
A Slovenian company has developed a highly efficient humification of all kinds of biological sludge. The process is technically undemanding & can be easily adapted. In the process the sludge reduces its volume, looses unpleasant smell and is pasteurised. The final product is highly active organic fertiliser which can be used for preparation of the vegetable growth substrates. The company is interested in licensing, joint venture, manufacturing, commercial, technical or other types of agreements.

Production of biodegradable polymers from renewable resources through sequential anaerobic/aerobic processes
An Italian research group developed a new process the production of polyhydroxyalkanoates (PHAs). PHAs are biodegradable plastics that could have the same range of applications of traditional plastics such as polypropylene, with the advantages of being biodegradable and being produced from renewable resources. The proponents are looking for industries of the plastic sector to set-up a pilot plant for testing the process at larger scale.

11th European Biosolids and Organic Resources Conference, Workshops & Exhibition
We now move into the second decade of this successful conference and
it is a fitting time therefore to introduce a number of changes to
ensure that it remains topical for a further decade. The first change
is in the title of the event itself which has been broadened to
encompass organic resources within its remit. It is perhaps true to
say that in the environmental area, legislatory changes are one the
biggest drivers for technology advances and the past few years have
been relatively quite with regards to legislation that impacts
directly on biosolids. By contrast organic wastes are now firmly on
everyone’s agenda and major changes are required both to change the
underlying philosophy of how we deal with them and to introduce
technologies that can unleash their resource potential. The
experiences gained over the past decade in the handling and treatment
of biosolids, should provide a headstart for our delegates in tapping
this emerging new market.
