EU governments are struggling to agree whether and under what conditions to classify waste incineration with energy generation as a recovery operation under EU law. The issue is proving a key stumbling block in discussions on revision of the waste framework directive. The European commission proposed an energy efficiency threshold for municipal waste-to-energy incinerators above which they can be considered as recovery processes

UK lamp recyclers are calling on the government to prevent lamp producers from monopolising the collection of waste lamps The Lamp Recyclers' Association has voiced its concern to the DTI that the business-to-business lamp collection services already established by its members could be rendered redundant if producers have their way. Producers want lamps classed as household items to allow a simplified collection system, but recyclers fear this would damage existing services Lamp producers are lobbying to have all fluorescent lamps classified as household waste, thereby subject to the collection service expected to be run by lamp industry compliance scheme, Recolight .


EU adopts international waste rules - again

An EU law adopting the UN Rotterdam convention on prior informed consent before imports and exports of hazardous chemicals has entered into force after being published in the official journal on 28 October. It replaces a law passed in 2003 but then annulled by the European court of justice following a dispute over its legal base. The only difference in the new text is that it now draws on the EU treaty’s trade provisions as well as environment provisions. See council decision 2006/730/EC .

Procedure for integrated treatment of vegetal waste coming from agricultural operations
A Spanish research group from the Chemical Engineering Department of Alcalá University has developed a technology for integrated treatment of vegetable wastes from agriculture exploitations, in which wastes are subjected to an integrated process producing a stable product. This product has less volume and is useful for industrial use. The group is looking for manufacturing agreements.

Insulating and Acoustic Panels made of Textile Industry Waste
A Spanish research centre from the construction sector has developed innovative insulating and acoustic panels made of textile industry waste. These panels not only provide properties comparables to those already existing on the market, but also they are hypoallergenic, reducing in this way problems when manipulating, are environment-friendly and have low cost. The centre is interested in establishing a license agreement, but it is also open to other types of cooperation.

Recycling of plastic waste with the use of catalytic process
A Polish SME has developed a technology of plastic waste recycling with the use of catalytic process. This fully economical and ecological recycling technology converts plastic (polyethylene, polypropylene and also special-purpose plastics) waste into a high-quality component of liquid fuels or, optionally, into an oil fraction of this component. The partners for technical cooperation, joint venture or manufacturing agreement are sought, and also partners for further product development.
