England "turning back the tide" of waste

Policies to stop the "historic tide" of growth in municipal waste and
to improve its management are really beginning to bite, the UK
government reported on Thursday. The volume of municipal waste
generated in England fell by three per cent in 2005/6 – marking "the
biggest reduction on record". Recycling and recovery rates both
increased markedly. Local authorities easily beat a target for
reducing landfilling of biodegradable waste under an innovative
landfill allowance trading scheme, the Anglo-Welsh environment agency
reported separately.

AQSIQ Cancels 21 Registrations

According to an announcement by the Institute of Scrap Recycling
Industries, China's General Administration on Quality Supervision,
Inspection and Quarantine has cancelled 21 registrations, apparently
due to false information on the original applications filed by those
companies.
EU corrects battery recycling target error

European battery makers have won an extra year to meet new recycling
targets because the EU has corrected an error that crept into the
revised batteries directive published in September. Targets to
recycle 65% of lead-acid batteries, 75% of nickel-cadmium batteries
and 50% of other batteries must be met by 2011, not 2010, says a
corrigendum published in the official journal last week.

Parliament getting clearer on waste rules

despite having started with over 600 amendments tabled by individual

environment committee to back flexibility in the EU’s waste hierarchy
two weeks before its first reading vote on revising waste legislation.
The plea reflects deep unease in business over the hierarchy.

Recyclers warn against by-products definition

Attempts by MEPs to inject a first ever EU legal definition of
by-products into the ongoing revision of waste legislation could end
up being counter-productive, recyclers have warned.
Several members of the European parliament’s environment committee
have proposed introducing a definition. A material classed as a
by-product would – by definition – not be a waste. A definition would
facilitate greater reuse and recycling of by-products, they argue.
European Plastics Recyclers Struggle With Regulations

During the recently concluded BIR Autumn roundtable, attendees at the
association’s Plastics session discussed the problems with the
regulatory environment BIR Autumn Round-Table Sessions
Surendra Borad, chairman of BIR’s Plastics division, said, that the
imposition of multiple rules and regulations on recyclable plastics"
made it difficult to operate in Europe. He told delegates in
Brussels: "I strongly feel that we in the plastics industry are being
over-regulated in Europe. The feeling is more intense when we find
that our fellow North American and Australian businessmen are not
subject to so many strict rules." ...
Refrigerated Rubbish Cabinet
A refrigerated rubbish cabinet to be used for the storage & conservation of organic wastes has been designed by a Turkish SME. The unit provides environmental protection where large amounts of waste are collected, e.g. populated residences, shopping malls. The cabinet provides a refrigerated space in which the waste bins are kept until they are collected. Thus, organic decomposition & harmful bacteria growth are avoided. The company is looking for commercial agreements with technical assistance.

Technology of reclamation based on resources from recycling of municipal wastes
A Polish SME has developed a technology utilising segregated municipal wastes (non-sellable and also not useful for recycling) in production of universal reclamation material. It can be used for reclamation of landfills, post-industrial lands, wastelands and sludge banks. Partners for technical cooperation, license agreement, joint venture or manufacturing agreement are sought, and also partners for further product development or financing.

Process using municipal solid waste incineration (MSWI) bottom ash to produce hollow concrete building bricks
A Belgian public agency has developed a patented process to build hollow concrete building stones containing pre-treated aged municipal solid waste incineration bottom ash as a substitute for gravel. The physical properties of the bricks have been tested and satisfy the Belgian standard. Environmental aspects have been assessed by lixiviation tests, the results whereof are very promising. Partners are sought for pre-treatment of the bottom ash and/or manufacturing of the hollow bricks.
